Lobbyist Training is Required

All registered lobbyists in West Virginia must participate in formal training once per registration cycle.  Registration occurs in two-year cycles, with each cycle ending at the end of an even-numbered year.  At that time, all registrations expire and lobbyists who wish to continue lobbying must re-register prior to the new legislative session that begins at the start of each odd-numbered year.  Training must be completed during a registration cycle in order for the lobbyist to be eligible to re-register for the new Legislative session.   

Formal training sessions are held throughout the year, with at least one session being held each January.   Training credit and an attendance certificate will be issued upon completion of  the training.  Lobbyists who are unable to attend training sessions in person may receive credit by borrowing and viewing a training DVD obtained by contacting the Ethics Commission.

Persons who are new to lobbying in West Virginia must have preliminary training prior to lobbying and must then complete formal lobbyist training within 90 days of registration.  Please call the Lobbyist Registrar, Kimberly Pickens at (304) 558-0664 for more information or to check on your training status.

Basic Lobbyist Training DVD available

If you are unable to attend training in person, the Commission has recorded a basic training session on DVD. The DVD is available on loan to anyone who needs to complete this training requirement. There is a charge for postage and handling and the DVD must be returned within two weeks. 

Training credit and an attendance certificate will be issued when the DVD is returned. You may contact the WV Ethics Commission office at (304) 558-0664 for details about obtaining lobbyist training credit by viewing this training DVD.

Online Lobbyist Training

Lobbyist training is now available online.  In order to receive credit for online lobbyist training:

     1.  View the entire video.
     2.  Complete and sign the verification form.
     3.  Return the completed verification form with your original signature to the Ethics Commission.

Your required training for this registration cycle is then complete and we will forward you a training certificate.
